The Home Energy Assistance Program (HEAP) is a federally funded program designed to help eligible Ohioans meet the rising cost of home heating this winter.
The Winter Crisis Program assists households whose primary and/or secondary energy source (usually electric) has been disconnected, are threatened with disconnection, or who have 25% or less of the fuel capacity of their bulk fuel tank. Households that are eligible may receive Winter Crisis funds to restore or continue their utility services.
Geauga County residents may apply for the Winter Crisis Program at Geauga County Job and Family Services, 12480 Ravenwood Drive in Chardon until March 31, 2015. Application for assistance will be by appointment only. Eligibility for assistance is based on the emergency criteria and income guidelines.
A household whose total income is at or below 175% of the Federal Poverty Level guidelines may be eligible. Household income is defined as the total gross annual income before taxes (minus exclusions) of all household members, except earned income of dependent minors under 18 years of age.
Guidelines for the 2014 – 2015 program year are as follows:

2 persons up to $27,527.50
3 persons up to $34,632.50
4 persons up to $41,737.50
5 persons up to $48,842.50
6 persons up to $55,947.50
7 persons up to $63,052.50
8 persons up to $70,157.50
For households with more than 8 members, add $7,105.00 for each individual.
Applicants will need to provide electric and primary heating bills, regardless of account status, verification of earned and unearned income for the most recent 90 days, proof of disability if disabled, and social security numbers for all household members. Households claiming zero income must complete a self-declaration stating how household needs are met and provide an IRS tax transcript.
